Creating an Ad Set
Ad Launcher, then Ad Sets creates a Meta ad set inside a campaign you already made. The ad set decides who sees the ads, where and when, and what counts as a result.
The form has six sections. Beneficiary & Payer sits inside Targeting.
Basic Information
Select campaign and name your ad set.
Pick the Campaign, give the ad set a name, and set its Status. The campaign you choose decides most of what the rest of the form offers, because the objective travels down from it.
Conversion & Performance
Define how success is measured. The most consequential section on the page.
Conversion Location
Where the result happens. The options depend on the campaign objective:

What Adsap cannot launch yet
Some Meta conversion locations are not available in Adsap, in the web app or through the AI Copilot. They need creative formats the ad builder does not produce yet. Offering the ad set alone would leave you with an ad set nothing can launch into.

Ad sets created in Ads Manager still show up in Adsap after the next sync, and Adsap reports their performance like any other. If you ask the AI Copilot for one of these, it says so and points you to Ads Manager rather than substituting a different destination.
Dataset (Pixel)
For website conversions, the pixel that reports them. Meta now calls a pixel a dataset, so the field reads Dataset (Pixel).
If this is wrong or missing, the ads still run and nothing you read about conversions afterwards is trustworthy.
Custom Event Type
Which event to optimize for, such as Purchase or Lead. For app campaigns this is an App Event instead, with the App and its App Store URL.
Performance Goal
What Meta maximizes. The list depends on both the objective and the conversion location, so it narrows as you fill the section in. Awareness offers things like maximizing reach, ad recall lift or ThruPlay views. Website traffic offers landing page views or link clicks. Instant forms offer leads or conversion leads. Website and Instant Forms optimizes for the conversions your pixel reports, and each ad on it carries both a website URL and an instant form.
A goal that does not match what you care about wastes budget quietly. A campaign optimized for link clicks gets you link clicks, with or without a sale.
Targeting
Define your audience reach. Covered in full on Audiences and targeting, including one thing to know: picking a saved audience switches the manual fields off.
Beneficiary & Payer
Who benefits from the ads and who pays for them. Required in some regions, chiefly the EU, and flagged on the form where it applies.
Placements
Choose where your ads appear.
Use Advantage+ Placements (recommended) lets Meta distribute across everything it thinks will work. Switching it off lets you pick placements yourself.
Pick placements by hand only for a specific reason, such as a creative that only works in one aspect ratio. Restricting placements restricts the auction, and Meta finds cheaper results when it has more inventory to choose from.
Budget & Schedule
Set spending limits and timeline.
If the campaign uses Campaign Budget Optimization (CBO), no budget field appears here: the campaign owns it. If the campaign uses ad set budgets, set the Daily Budget here.

- Start Time and End Time (optional). A lifetime budget needs an end time.
- Ad Set Spend Limits, a Daily Minimum and Daily Maximum, which set the floor and ceiling of this ad set’s share when the campaign distributes a shared budget.
- Maximum frequency and Per N days, capping how often the same person sees the ads. Available on the objectives that support it.
Attribution
Configure conversion attribution windows.
Attribution Model is either Standard (Last Touch) or Incremental (Data-Driven).
The windows are in days: Click-through, View-through, and Engaged View.
Longer windows credit more conversions to the ads and make performance look better. Shorter windows are more conservative and easier to defend. Neither changes what happened, only what Meta counts. Keep this setting stable: changing the window mid-flight makes every before-and-after comparison meaningless.
After creating it
The ad set exists but has no ads. Build those in an ad sheet.
Through the AI Copilot
You can create ad sets in batches by chat, up to 20 at a time. That is quicker than the form when you build variations of the same audience. The assistant shows a preview first and creates everything paused.
